All fresh class XII graduates of the year from both within and outside the country are eligible to apply for the scholarships, subject to the following:

1. Must be a Bhutanese citizen;
2. Should be below 22 years of age;

• Must meet the minimum academic eligibility criteria and documents requirement;

1. Must not have repeated class 12;
2. Should not have more than two years gap between class X and XII
3. Must have minimum of 55% in English;

• CE applicants must be 25 years of age or less and not be working in the Government organizations.

For the choice of course, course specific eligibility criteria that are being approved and announced annually will have to be met and the selection done based on academic merit in the immediate preceding BHSEC.
